The story: The next chunk of the Summers Square shopping center on Airline Road is up for a key vote. Arlington’s Board of Mayor and Aldermen meets Monday, Nov. 2, at 5:30 p.m., and its consent agenda includes a resolution letting Mayor Mike Wissman sign a development agreement with Summers Square LLC for Phase 2 of the subdivision, west of Airline Road and north of Summers Road.

Wait, what’s Summers Square? It’s a 23-acre commercial project at the corner of Airline and Summers roads, zoned for general business. Town records list the applicant as Summers Square LLC and David Kelly. The Planning Commission approved a preliminary plat for six commercial lots in November 2025, then the developer split it into phases to speed up the first two lots. Phase 1 got the Planning Commission’s OK on April 20.

What’s in Phase 2: Lots 3 through 7, about 6.6 acres. One of those is Lot 3, where 7 Brew wants a drive-thru coffee shop. Town documents describe a 1,277-square-foot building with a two-lane drive-thru, 20 seats and 14 parking spaces. The 7 Brew site plan went to the Planning Commission on June 15. The local franchisee told What Now Memphis he’s tentatively aiming for the second quarter of 2027, but there’s no firm date.

The catch: Several lots depend on the Summers Road realignment. Town staff said the old road right-of-way can’t be abandoned until the new alignment is built. The western 13.8 acres are marked for future development, tied to a planned road called “Autumn Springs Road.”

Also on Monday’s agenda:

  • A vice mayor election and committee appointments.
  • A resolution adopting a Town public comment policy, plus one readopting the Town’s open records policy.
  • Final reading and a public hearing on Ordinance 2026-09, which adds another official bank depository for Town funds.
  • October reports from the Shelby County Sheriff’s Office, the Arlington Fire Department and the Arlington Chamber of Commerce.

Why it matters: Airline Road keeps filling in with new shops and quick-service spots, and a development agreement is a key step before construction moves ahead. Want to weigh in? Citizen comments are on the agenda.
